It was recently announced that the Japanese release date has been pushed back to Summer '99 due to added content and some changes.

Finally Enix has released some information and pictures about this. It seems to be sprite based but in a 3d world. Which results in an incredible effect, with graphics looking as good or even better than Final Fantasy VII's!

The Hero - Like your typical Dragon Quest game he doesn't have a name, but you name him as usual. He lives in a small fishing village and dreams of becoming a great fisherman like his father. He is accompanied by a small iguana-like pet.
Kiefer Gran - Friend of the Hero and the Prince of Granestado. The hero and him do things all the time together.
Marybelle - She is the daughter of the all the Fishermen's boss. Snotty, spoiled and noisy. An annoying little girl.

Princess Lisa I don't know much about her.... Maybe Kiefer's sister?
Marle and Hondara I have no idea who they are.
